Do guys completely avoid talking to the girl they like?
I can relate to that guy, because I am also extremely shy with girls. Maybe he’s avoiding eye contact with you because it would be too intensive an emotion for him. It seems like you too have feelings for him so maybe you could take the first step and arrange an occasion where you two might be alone and chill. So that would break the ice a bit. Give him a chance or two and if he’s really into you he’ll appreciate it the more and eventually show his feelings to you. It would help if you would hint at the way you like him (something closer than simple friendship), for instance by casually making body contact, like touching his hand and things. Then he’ll basically either be responsive to it or not.
