Technically yes they will only grow to the size of the enclosure they are in, however this stunting of growth is only on the outside of the fish. For example a goldfish put in a bowl (if it isn’t killed from ammonia and its own waste first) its outsides will eventually stunt and stop growing. The internal organs however will not stunt growth, and will continue to grow regardless of the size of the tank. This leads to stress, discomfort, pain, organ failure, and death. So yes technically a fish will only grow to the size of its tank. However its very unhealthy and you’ll be cutting the fish’s life span in half, very inhumane and cruel.
