On paper, yes, but only because it is an offshore destination. There are no customs requirements, and since excise taxes have been derogated by law, no commercial invoices are necessary for shipments to the island. If the couriers request them, it is purely for internal reasons that have no basis on law. Nevertheless, the courier’s web sites and shipping software produce the necessary documentation automatically so the burden of the additional paperwork is minimal.
