Not necessarily. After the initial period of one year, tenant-based vouchers are portable. A person with a portable voucher can lease a unit anywhere in the United States where there is a PHA that administers a Housing Choice Voucher program. (In most cases, if the voucher holder lived in the jurisdiction of the PHA issuing the voucher throughout the application process, the voucher is immediately portable.
