Do expressions always appear in lemmatic form?
PanLex does not regulate the forms of expressions. If, for example, a variety of English had the purpose of recording subject headings like those in library catalogues, then users contributing expressions to it might make count nouns plural (e.g., “planets”) instead of singular, and it might use gerunds (e.g., “baking”) instead of infinitive verbs (“bake”).
