Do English Xbox 360 games work on American Xbox 360 consoles?
Some do, some don’t. Region locks on the 360 are at publisher discretion and only some bother to enforce it. For example, games from Microsoft, Activision, THQ and Ubisoft will almost always be region-free while EA always lock their games. A common reason for locks is if a Japanese publisher licenses their game for distribution by another company in the US or EU then they will apply a region lock to protect the local sales of their publishing partner. There aren’t any listing of PAL games which work on US machines that I’ve found, but assuming the reverse will give the same results there is a great list of NTSC games which will or won’t work on PAL consoles at the link below.
