The FAA oversees every single aspect of the airline such as maintenance, flight crews, cargo, emergency equipment, ect. There are hefty fines involved if an airline or airline employee breaks one of the FAA regulations. This is true for every plane as well, whether it seats 2 or 200 people. Unfortunately regional airlines are getting nailed in the media right now, but trust me they actually have better safety records than the large major airlines. As far as the different mechanics-there are thousands of FAA certified mechanic in the world who have to pass standardized testing and training just like the pilots and flight attendants.
