Do developed countries benefit from globalisation of human capital especially offshoring?
Globalisation of human capital, especially outsourcing jobs to lower-wage locations creates anxiety in wages, job security and social welfare policies in higher-wage locations. So how can higher-wage countries adjust their economic policies to take advantage of the efficiency gains from outsourcing to lower-wage locations (if any), cope with greater competition from growing markets like China, India and other emerging countries, while at the same time ensure that any gains are distributed among their populations in accordance with their notions of equity and fairness?
