No, all authorized signatories are listed as part of the Department’s Security roles. All individuals designated by the Department Head as authorized signatories must be assigned a UAID (with the exception of the Department Head) with Department Head Signature Authorization in the relevant functional area(s) (procurement, payroll, payments, etc.). These users do not need to use MMARS but will have a User ID indicating they have authority to either approve MMARS documents electronically on-line (without an additional wet signature) or to provide a wet signature for MMARS documents. Individuals with DHSA in the procurement functional area or in the fiscal area will be authorized to sign off on contracts, supporting documentation and the related MMARS documents subject to any additional restrictions from the Department Head.
