Water currents have nothing to do with the formation of the cyclone.Formation of a low pressure area over a warm sea surface(atleast 26.5 degree celcius) is one of the favourablle conditions for the formation of cyclone.The energy for the cyclone is derived from the latent heat of condensation of the warm,humid rising air over the low pressure area.Once they cross the land this moisture source is cut off and they get weakened.
