The volunteer Board of Directors of each council decides the price of cookies and the amount of proceeds troops receive. Councils vary in size from under 1,000 girls to over 43,000 girls. Council budget needs vary in size as well. Because the needs of individual councils differ, so do cookie prices. In Girl Scouts of Black Diamond Council, the Product Sales Committee, consisting of volunteers from throughout Black Diamond Council, makes a price recommendation to the Board of Directors.
