Do continuous spell cards produce spell counter every turn?
No, you misunderstand the tip. Disenchanter returns a Continuous Spell Card to the hand so you can activate it again, thus generating the Spell Counters. Spell Counters (for most cards) are generated when a Spell Card is activated successfully. That means when the Spell is played from the hand, or flipped face-up, or in some other way becomes face-up on the field from another position and that activation is not negated by anything. Continuous Spell Cards don’t generate Spell Counters each turn, or every time their effect goes off, only the moment they’re played.
