This is absolutely false. For one human fat is fairly useless cosmetically, second of all animal fats are generally not used in cosmetics as they pose a health risk, and go rancid easily, third of all hydrogenated coconut oil is the same in many ways and would be much much cheaper, fourth of all cosmetics are generally very regulated by the FDA, every batch is tested, and all the ingredients have to be known. So, no, this is definitely a hoax, no company would ever have a reason to do this. As well the police chief mentioned in the article is not an actual government official, as no other source mentions him, and I went through several pages about Peruvian government.
