If you are severely dehydrated, cold water is best because the body absorbs it the fastest. If someone you know is stricken with heat stroke, cold water is best, in small sips. However, room temperature water is best for drinking normally because cold water shocks your system. There is no significant effect either way from hot water that I am aware of.
