Do children read better if they read more?

Yes. However, the key to that statement is found in the word “reading.” The word “reading” implies that a child can actually “read” the words on the page. So it’s true, the more a child can read and does read, the better that child will read. The more he reads (and this is assuming that he CAN read), the more his reading skills will improve, the more his knowledge of words and sentence structure will improve, the more his comprehension (reading for meaning) will improve, the more his knowledge of his own value system will improve (and, of course, that will depend upon “what” he reads.
