Yes you need a dispensation (permission to marry). If you marry and do not have it it is not a valid sacramental marriage and the Catholic is barred from sacraments (communion, reconcilation, anointing of the sick) until the marriage is made valid. Those that say they don’t need dispensation are incorrect. Those that say it has to be done in the CHurch are only partially correct. You can get married outside the Church but you have to have it blessed by the Church to be considered a valid sacrament. But no the non Catholic is not required to convert.
