No, HAB does not expect non-medical providers, such as case managers, to submit client-level clinical data. In 2009, outpatient/ambulatory medical care providers are the only providers to submit this data. The chart in Appendix A of the Instruction Manual v1.3 (available at http://careacttarget.org/library/rsr/RSR_Manual_v1-3_2-19-09.pdf ) lists the client-level data elements required from each type of service provider.
