Do buying groups/machinery rings who arrange a supply of oil on behalf of their members need to be approved?

No. Providing they fulfil the conditions of paragraph 2.2 of Public Notice 192. RDCOs have an obligation to make checks on their customers before making a supply and it is for their protection that they should know who their customer is. We suggest that buying groups discuss with their suppliers the nature of the transactions to ensure that both parties are in agreement on who the end-user is. (Please see Information Note 07/03 for further information).
