The filament inside the bulb is broken, so there is no electricity travelling through it. What you are planning is actually a pretty clever way to save electricity and heat. It doesn’t cost anything, and it is easy to do. If it is possible, you could also swap out the halogen bulbs for compact fluorescent (CF) bulbs. CF bulbs can go anywhere (nearly) that the old incandescent bulbs can go, but consume only 1/4 of the electricity for the same light, because they generate so little heat. They also last a lot longer, perhaps ten times longer. They make versions that are dimmable, that are 3-way, and even chandelier-size. They are more expensive than incandescents, but they pay for themselves pretty quickly, usually in less than a month. The problem is that they might not fit in your halogen bulb sockets.
