well you get different types of bacteria and viruses that can survive in different conditions , psychrophyles(not sure of the spelling) for example are bacteria that can suvive under extreme cold conditions – so yes , some bacteria can survive in frozen water , but most of thr time because of the cold , they lie dormant or inactive untill the temperature increases – On the other end of the scale you get Thermophyles that can survive under extreme heat….hope this helps….
