While agencies may use external recruitment agencies to assist with base grade and other staff selections, any relevant contracting requirements must be followed and selection must meet APS selection requirements including advertising vacancies in the Gazette, providing a reasonable opportunity to apply, avoidance of patronage, favouritism and unjustified discrimination. Staff must still be selected for appointment on the basis of relative suitability and for promotion on the basis of relative efficiency as defined in the Public Service Act 1922. The final decision to appoint, promote or transfer rests with the Agency Head or delegate, who is accountable for the final decision made on the basis of the recommendations of the recruitment agency.
