Health Canada defines a cosmetic product as: “Any substance or mixture of substances, manufactured, sold or represented for use in cleansing, improving or altering the complexion, skin, hair or teeth and includes deodorants and perfumes”. Non-food chemicals that may require to submit such a form include hand cleaners, cleaners for personal hygiene and barrier creams.
