Do any Muslims care that some non-Muslims may find the call to prayer annoying?

Probably some do care but they have no power. Even if they did suggest a quieter method of reminding people of prayer times, they would receive short shrift from the ‘elders’ at the mosque. They would definitely not consider the views of a non-Muslim as relevant. Your only glimmer of hope is to hope that a less anti-social, ‘conducive to community harmony’ new form of technology will replace the loudspeakers as they replaced the imam on the mineret before. The younger generation may make this possible in time.
