Although the ESRB is an American company dedicated to American market, the games and movies in terms of those for the mass market are all made by predominantly American companies, and all the major game/movie studios based out of Canada and Europe are also part of this rating system. So in the middle east if its a big studio game or flick, these ratings would apply. At least these are the types of movies and games you seem to be implying about.
