All true Angiosperm roots, whether tap roots or fibrous roots, have both xylem & phloem. Yes to radishes. The part we eat is modified to store carbohydrates; however, radish plants also have normal roots that function in absorption of water and mineral ions, and which anchor the plant to the soil. You’ll often see them on store bought radishes still clinging to the base of the “radish”.
