Do all federal stimulus dollars for New York pass through the States accounting system?
No. Not all federal stimulus funding is handled at the State level. Some types of payments, such as COBRA health insurance premiums, funding that flows through New York State public authorities, and direct grants to local governments do not pass through the State’s accounting system.
