Do all Delta flights operate out of the one terminal in Atlanta?

Delta operates out of the South Terminal but you probably mean concourses. They operate on as many as 4 concourses including T, A, B and E. They are all linked by an Automated People Mover (APM) and it connects them all and goes back and forth between all concourses and the terminal building. It is very easy to get from one to the other and the trains arrive every 2 minutes or sooner. In all likelyhood you will arrive at Concourse E (International Concourse) and for a small plane to Savannah you could go out at T (for “Terminal” concourse) or A or B. You will take an escalator down to the APM Mall, get on the train and upon exit at the proper concourse go back up the escalator and either right or left to your gate. The escalator comes up in the middle of each concourse so half the gates are to the left and half to the right. There are signs so it is easy to follow.
