Do all California teachers need to hold a CLAD or English learner authorization?
English learners identified in California K-12 public schools are required to receive services designed to meet their linguistic and academic needs based on assessments made by the local education agency. If it has been determined that a student requires English learner services, the teacher providing this service must hold an appropriate English learner authorization. The determination is made at the local level. State law does not specify exemptions for a subject area, setting, or particular number of English learners requiring services in any given classroom. An employing agency may require that their teachers hold an English learner authorization even though they are not providing any English learner services as an employment requirement for the position.
