Lol, look at all the people calling you racist. This is Yahoo! Answers, you know and you can’t make the slightest cultural observation on here without being called racist, no matter how kindly you choose your words. Anyway, hocking up phlegm is simply not considered rude in most Asian countries. Your question made me laugh because when I was living in India, we were living in a group of apartments and we had about 4 neighbours who did this all day and yes it is gross. It’s like how they eat with their mouths open and make loud noises when they eat; again, it’s simply not considered rude in the same way that we consider it rude. Maybe they are not aware that it is considered rude here. This is why on the new Australian immigration website there is information about how people will look on you poorly for spitting etc.
