Do 4-H members have to apply to attend 4-H Congress (what are the qualifications)?
Delegates must register for congress through their local unit office. Although there is not a formalized application system for State 4-H Congress, it is encouraged that you bring you with an understanding of 4-H programming, guidelines, and ideals. Your acceptance of their registration could be viewed as an acceptance application process. Although agents use Congress as a recruiting tool or an extended 4-H experience for camp counselors, it is the Agent’s duty to screen out those who have problematic behavior or who might not have the background/ training necessary to understand the commitment to Congress expectations. Agents often recruit the top 4-H teens and encourage their participation. It is the Agent’s responsibility to train youth to make sure they are aware of their roles at Congress, guidelines and expectations of participation.
