Yes. The ITA tried to skirt the requirement to prepare an Environmental Impact Statement. It commissioned an unqualified consultant to do an “Environmental Assessment”. The ITA claimed this exceeded federal and state requirements. The study was denounced as incompetent by every scientist NOT on the ITA payroll. The ITA’s conclusion that it is OK to develop on karst land is promotional boasting by two engineers that signed one of their reports.
