Didn the 2009 LMS Review suggest two centrally supported LMSes?
That review (http://www.vpit.ualberta.ca/lms/review/pdf/lms_report.pdf), completed shortly before the Blackboard announcement of end-of-support for Vista, recommended continuing support for Blackboard Vista and adopting Moodle as a second centrally supported LMS and open source alternative. The Blackboard Vista announcement changed this recommendation as did the full realization of the subsequent University budget shortfall.
