7 The Council undertook a thorough service review but needs to bring forward the proposed completion date of some key actions. 8 The WPI review resulted in a Strategic Improvement Plan (SIP) which outlined the need for action to improve the private sector housing policy: . · to develop an approach to enforcement; . · to improve the delivery of home adaptations for older and disabled people, partnership working; and . · to deal with the evaluation of services, use of resources, performance management, staffing, and customer focus. 9 Beneath this strategic improvement plan there are some sub actions outlining the work required to achieve the strategic objectives. These were not all included within the Housing Service Plan for 2005/2006 as the WPI review reported after the Service Plan had been completed.
