No, it did not define citizenship in the territory that was ceded (present-day Arizona, California, New Mexico, and parts of Colorado, Nevada and Utah). The treaty provided for the protection of the property and civil rights of Mexican nationals within the new border. Citizenship was still a Constitutional issue.
