Yes. At the time the Service published the proposed rule in the Federal Register, we opened a 60-day public comment period. We accepted comments in several ways, including written comments mailed directly to the Carlsbad Fish and Wildlife Office, comments submitted by facsimile, and by electronic mail. Following the completion of the draft economic analysis on the proposed rule, we published a notice in the Federal Register announcing the availability of the draft analysis and we opened a second, 30-day public comment period. We also scheduled public hearings during the open public comment period. The hearings were held in San Bernardino, California, September 20, 2001, from 1:00 p.m. to 3:00 p.m., and from 6:00 p.m. to 8:00 p.m. Legal notices were placed in the Riverside Press Enterprise and the San Bernardino County Sun on December 11, 2000, announcing the proposal to designate critical habitat; and again in these two newspapers on September 4, 2001, announcing the availability of th
