Did the Sailor Moon Special episodes ever come on DVD?
The US dub never had these episodes, so you cannot purchase them with English dub on DVD. If you want to go with Amazon, the box sets are a little expensive ($175 for all five seasons and the three movies). However, the amazon box set DOES NOT have those three special episodes. No matter what you read, it isn’t true, because I’ve spent the $175 and when they arrived they didn’t have the special episodes. You can always get them on youtube though. Because they are just in Japanese, youtube isn’t deleting them like they are for some of the English dub. I’m not sure if there are some other bootleg (illegal) DVDs out there that have the special episodes if you wanted to just purchase the fourth season, but the legitimate DVDs don’t have them.
