TransCanada is required to complete a federal Environmental Impact Statement (EIS) for the pipeline project. Within the scope of the pipeline EIS, secondary or indirect impacts must also be considered, if known. Such secondary impacts include development of infrastructure such as utilities to support a project. TransCanada must include discussion of the possible impacts of the transmission lines within their project EIS as secondary impacts. This information cannot be included until final transmission line routes are determined. Therefore, the two projects are separate, but connected.
