Did the pilots conducting the noise tests refuse to hover?
The hover was requested to simulate the neighborhood experience in terms of the duration of the noise (vs. a single data point measure) as both the level of noise and duration of it impact the surrounding community. Both the University of Chicago and Loyola pilots refused to hover over the proposed site because of safety concerns. This “no hover” decision was made days before the test and was not based on weather conditions on the day of the flight.
