Did the people who fled Troy found Rome?

David Gemmel wrote about this during his fiction about Troy. Paris had set up a trading colony amongst the 7 Hills, implying that Rome was founded by Troy. However, I am not aware of any evidence to support this outside of his fiction. Unfortunately David Gemmel died, so we can not ask him.
