• There does not appear to be a robust integrated results-based management strategy. • Management of projects involves the use of PMIS and other systems but from the evaluation perspective, there appear to be a number of inconsistencies in the use of and data entered in PMIS. Given these issues, it is very difficult to take the available PMIS data at face value. This makes the analysis of such key issues as cost recovery difficult and uncertain. To what extent were science and technology activities (revenue-generating and in-house research projects) cost-effective for the laboratories and their clients/partners? Clients and partners involved with the laboratories find that collaborative projects offer good value for their organizations. However, multiple lines of evidence suggest that cost recovery projects may not be cost effective for the laboratories themselves. Projects tend to run over budget for a variety of reasons and cost overruns appear to be largely paid for by the laborator
