Yes. The JNC repeatedly proposed the old system. The Company was steadfast in their belief the only Reserve system they would consider was a Least Time Order (LTO) system. LTO systems are money-savers for airlines. By awarding/assigning Reserves trips based on time – not seniority – airlines reduce their guarantee pay and feel they have better “control” of their Reserve coverage. We all know that disadvantages Reserves. WHY DID THE COMPANY AGREE TO A NON LTO BASED SYSTEM? The JNC refused to negotiate a system based on time balancing. This is negotiation.
