The student s May 12 and February 27 IEPs include a statement of transition service needs, “(Student) enjoys hands-on learning and the outdoors.” Both IEPs present levels of educational performance state “Enjoys hands on activities.” The February 27, 2007, special factors behavior statement specifies that instruction will incorporate practical and hands-on applications.
