Did the Corps hold back water or release water to protect fish habitats instead of communities and businesses?
In this emergency flood situation, all decisions were made to protect public safety, and impacts to fisheries and other wildlife habitats were not considered. Under normal operations, water management decisions take impacts to wildlife habitats into consideration, and attempt to minimize those impacts whenever possible. Environmental stewardship is a primary mission of the Corps of Engineers, but protection of public safety, especially in an emergency situation, is always our number one priority.
