Did the Corps consider increasing the maximum height of its lock and dam by sandbagging or other measures rather than releasing the water to prevent overtopping?

Sandbagging a lock and dam is not considered to be a viable option. We increased releases of floodwater from Old Hickory Dam because the lake was within inches of overtopping the lock walls and rendering the dam inoperable. Had this happened, much worse flooding would have occurred in Nashville.
