Neither… it was a Theocracy… it was ruled by the Priests and other religious types and their whole government centered on religious principals to keep the sun coming up every morning and the moon coming up at night… and the planting to be productive. The ‘King’ was thought to be a god incarnate.

It was a Dictatorship, because the emperor or king ruler over the people and the peasents/farmers had to pay a tribute for the gods by offering something to their emperors or kings, Also the emperor/king commanded the “army” and the people so nothing would go wrong.
