When people had disputes in the courts, they could refer to the Tables and know whether the courts were interpreting the law fairly or not. Look at places like tribal Pakistan, where they have no law codes, only tribal elders. This gives you an idea of what things would have been like before law codes were developed – elders could make up any punishment they wanted, like sentence a girl to be gang-raped for talking to a boy, or punish one party simply because they were in the wrong clan, and nobody could do anything about it because there was no baseline to explain what was fair and what was expected from the courts. So I’d say, yes, the citizens would have liked the Tables because they kept their rulers honest.
