Bloomberg, who won an unprecedented third term this past November, is under public scrutiny again after announcing in January that his 13-month-search for a new environmental commissioner finally came to a close. The mayor officially picked Caswell F. Holloway IV, a 36-year-old City Hall aide who has little experience with an environmental agenda.
