MPEG-2 only provided hooks for the Conditionnal Access systems: The means to carry the messages (key words in ECMs, and entitlement in EMMs), and the means to declare them (in PSI tables, in Transport packet headers, and in PES headers). The syntax of the messages is determined by each particular Conditionnal Access system.
