No. He wanted to make a speech, but he couldn’t. Committing murder is much harder to do than to think about. He was lucky he could control his bladder in public… Please do not make the mistake to take Shakespeare literally. The great bard wrote (great) literature, not history. He could, and did, make changes to make his play move faster. Captivate the audience better. Those changes exclude for example the real speech of Brutus, which wasn’t anything to be proud of. Actually the opposite.
