No, Japan was already sailing towards Pearl Harbor when Roosevelt approved US $1 billion in Lend-Lease aid to Britain at the end of October, 1941. Also, Japan wasn’t at war with England until 8 December 1941, the Japanese launched invasions of Thailand, Malaya and Hong Kong. The UK was nearly bankrupt prior to the beginning of Lend-Lease… their gold reserves were below $12 million USD. By the third quarter of 1940, the British Government had committed itself to nearly $10,000 millions of orders from America, Britain’s gold and dollar reserves were near exhaustion.
